BANGKOK -- Prime Minister Prayuth Chan-ocha, the former army chief and head of Thailand's ruling junta, stepped out of character on Friday night, apologizing profusely for his personal shortcomings and asking for public understanding ahead of a referendum this weekend on Thailand's 20th constitution in just over 84 years.

 

Prayuth's lengthy Friday night broadcasts -- often bombastic, meandering, and sometimes hectoring -- have been a weekly institution since he seized power in May 2014, and set aside the constitution adopted by a referendum in 2007 after a previous junta seized power in 2006.
